Macromedia Spectra 1.5 Hot Fix: Creating Spectra Pages From Templates Fails if Page is in the Webroot

When trying to use a page template to create a Macromedia Spectra page in the webroot, a "Page cannot be displayed" error occurs. What is happening here? The page is actually created, but Macromedia Spectra is unable to locate it, and attempts to locate the page using an invalid URL. This has been logged as bug 20989. Here's a hot fix:
