ColdFusion Server (All Versions): 'IO Error' Message When Attempting to 'Browse Server' in ColdFusion Administrator

To use the "Browse Server" buttons within the ColdFusion Administrator, the RDS service must be running. If it is stopped or disabled, any attempts to use the "Browse Server" buttons within the ColdFusion Administrator will fail with the following error:

Server Error
IO error on server communication
