Macromedia ColdFusion Server 5: 'Error: 14' message in Advanced Security Upgrade Wizard

In Macromedia ColdFusion Server 5, step 10 of the Advanced Security Upgrade Wizard throws the following error: "Setting ColdFusion Advanced Security admin password and restarting ColdFusion services... Error: 14." This error message is the result of a failed attempt to set the password in Netegrity SiteMinder, which is used for ColdFusion Server's Advanced Security functionality.
